Garage doors in Portage
Portage's permit FAQ says most construction projects require a building permit, to be applied for before the construction, enlargement, alteration, moving or demolition of a building or structure. It also says a permit is not required for ordinary repairs or maintenance, which exclude removal or change of any required means of egress. Garage doors and openers are not named, so whether a swap counts as an ordinary repair is our judgment call, and the city's building office should settle it.
That office is the Community Development Department's Building Division at 7900 South Westnedge Avenue, 269-329-4466, with permits through BS&A Online. LARA's list of enforcing agencies puts building enforcement with the city. The FAQ's electrical answer says a permit is not required only for minor repair such as lamps, portable equipment and temporary testing systems. Portage has 49,015 residents and a median home value of $243,400, and 53.8 percent of its homes were built before 1980, against 76.9 percent in Kalamazoo.
DASMA says cables should be replaced only by a trained technician because of the spring tension, and that a heavy door is probably out of balance and the answer is not a more powerful opener. On wind, DASMA says the local building department is the sole and final determiner of wind-load requirements, which makes wind rating a city question. The lien law requires a sworn statement from the contractor when payment falls due, or whenever you demand one, listing subcontractors, suppliers and unpaid laborers. From here, Kalamazoo is 5.4 miles.

Permits for garage door work in Portage
Many cities run their own building department, so start by asking the City of Portage building department who issues garage door permits.
State law says construction or alteration of a building may not start until a building permit has been issued, unless the act or the code provides otherwise. No state page we can cite says whether replacing a garage door or an opener needs one, so the question goes to the city's building department.
